The DMV generally can't answer a simple 'will this vehicle qualify’ question without a full review of a completed application. All Mutant Vehicle applications are reviewed and decided upon by a group of up to 25 DMV Volunteers (The Hotties”) the decisions are made by consensus so it's not just up to any one person whether a particular vehicle passes muster.
Generally speaking, as long as the vehicle exceeds the criteria laid out on the DMV website here: http://burningman.org/event/art-performance/mutant-vehicles/ it will stand a good chance of being invited.
